Someone mentioned liking to collect flags (janknez, londonbus1) but I am not sure this qualifies it's a flag on cover from a flag company. The precancel adds a nice touch. It even has a military touch for all the military buffs as it is addressed to a GAR Civil War Post. Just thougnt someone would like it.

Kirk, the only clues are going to be from the stamp and the company, and if someone knows that dates that particular precancel was used. There is nothing inside or on the back to give us a clue. Based on very little, let's start with a probablility of 1900-1925. - Jeff

Since the design of the 1 cent is the second type (numerals instead of the word "one"), it would have to be 1912, or after, and before the new stamps of 1922 came out (probably, since the stamp could have been used after the new issue was available).
