About 5 years ago I sent a small package using 2 60cent special delivery stamps. The post office informed me that "special use stamps" such as special delivery, registered or certified mail stamps could not be used fro regular postage. The clerk took a pen and morked through the "Special Delivery" inscription and said that she could then accept them. I can't quite grip the thinking behind the actions but then it is civil service.
