This is a FDC from Queen Elizabeth's World Tour, this stop, Tonga. This cover is postmarked 19 Dec 1953 with a 1d Tonga Palace stamp. I have not identified the stamp, but I thought there might be a "visit" collector out there.

I will break the rules

The queen did visit Tonga in 1953, http://www.tongaturismo.info/rt/index-e.htm

I believe that stamp on your cover is Scott #100, a definitive stamp.

As far as I know, no special Tongan Royal Visit stamps were produced, just commemorative covers as per your illustration.
