This is a 1949 town report for the town of Underhill, VT. I don't think I would ever sell it because it is family, but I had some questions about it for my SCF family. Does this qualify as a cover? Does anyone collect this kind of thing and is there any value to it. It is neat that the book is in remarkable condition and the 1c Washington's from the presidential series are clean and the postmark is remarkably clean and clear. Just wondering? Anyone?

I could be wrong, but it was franked, cancelled, and mailed...
IMHO that qualifies it as 'cover'.

I like it. It has plenty of character.
Also has the wonderful pea-green color popular from the late 40s to the early 70s.
