Yes but small brown lines are over this scratch...

You can use Picasa zoom (top left) to see details.

It's weird... :)

Looks like a plate scratch to me around the collar area as you can see the ink over the scratch. But at the back of the hair line there appears to be a Stamp scratch as no ink appears through the scratch.....weird one.

First, the stamp in question is the re-engraved Scott 209 with a segmented cork cancel. After looking at both scans I feel that the break in the cancel in that area causes the appearance of a scratch or scuff. I can see the heavy black edge of the cancel but I do not see any brown inking that would indicate a plate scratch. The upper end with the very light color that appears almost scuffed is just the absence of color that is in the design itself.
Below is a segmented cork cancel that has a thin segment break resulting in a similar effect.



The stamp below shows the is a dot in oval like yours (see portait oval at 9:00 position) you can see the design features of the area in question.

Russ, is there anything particularly noteworthy about that dot in the oval, like it would tell me which plate or something? Both my 209s have it.

Based on what I have seen there appears to have been 2 transfer rolls used to enter the plates. The first was probably for plates 403, 403A, 404A and 481 and the second for plates M547, M548, M549, M550 and M551. The second transfer roll appears to have been a 6 relief roll. 5 of the 6 reliefs had a dot but each is unique in appearance.
