Here's something not seen too often outside of China. Certainly not addressed for outside the Republic of China or possibly People's Republic of China.
Yes, it is a stamped envelope for ROC, used in 1987 for delivery from Taipei to Hsinchu. I don't know the rates back then, but the additional postage may have been either for overweight or for expedited handling.
