Newark, NY Precancel

This should be an easy one. I've determined that this precancel must be (through process of elimination) a Type 232, but I'm puzzled by the fact that is uses a comma at the end of the city name. Other examples of Type 232 do not show use a comma.



Was there any rhyme or reason to using vs. not using the comma after the city name or was it left to the individual location to use it/not use it as they please?

Note 1 for Electroplates state that punctuation is optional, so this may be one of those examples.

Thanks. Didn't know about the footnote designating "punctuation optional". I'd dare say the same (or a similar) note probably applies to some of my Ohio precancels, where I have a number with the state of "Ohio." spelled out, yet with the addition of a period after the State name (no quotes).
