First of all, the stamp you show is not a precancel. Precancels were never known to be used in that community. (Looks to be a box cancel of some sort.)

Second, I don't think I'd want to live there. Here's a recent picture of it today ("city" hall is on the left) ... looks kind of desolate to me:



Furthermore, there are only 113 households in the town with a total population of only 243 (2000 census) and 11.8% of the population lives below the poverty line.

There is, however, a post office that serves the community, so it would be a quiet place to work on your stamps, I suppose.

You are correct WT1, I thought right away it was a Pre-cancel but it is indeed a cancel. Now I must find Intercourse Pennsylvania as I know that exists in a Pre-cancel and what a pair they would make :)
