Ok here is my guess again. The roulette is just to simulate the look of a postage stamp and the control numbers are for registered. Those numbers would go in the boxes to the left for tracking purposes. Just my guess?
I don't feel so bad, if you read the thread from Zhang, the first guess was a registered letter. I am going to call him and see if we can't spend our lives being wrong together! And you are right, If I can't shoot my mouth off and guess, I don't want to play. :)

By registering the postcard carrying the gentle reminder to pay up or be kneecapped, the sender ensured that the local postman would pay extra attention to the postcard, and would be sure to spread the interesting gossip about the recipient all over his delivery round
Interesting adaption Tony, nothing more powerful than trying to "save face" I recall you showing this card once before, but to me, it looks a litte akin to the rosetta stone.
