Stanley Gibbons separates the North Eastern Provinces from Port Arthur and Dairen which attracts a catalogue prefix of NE. Why was this separation? why couldn't Port Arthur use North Eastern issues? Overprint query: 1946 (SG20) Dr. Sun Yat Sen with a faint overprint? cancellation? Is anyone able to read it? Thanks.  |

Appears to be a Scotts #15 from North Eastern Provinces 1946 (but you know that) with a $40 surcharge (Scott # 3L49) and making it North China Postal and Telegraph Administration. The surcharge is similar to the type c surcharge but a couple of characters On the left are different, I assume that is the denomination. |

It is an overprint/surcharged stamp.
Surcharged as $1 over 25c. The overprint indicates it is for use in North China under PRC authority. |

I assumed Rod was using the SG catalog, so I didn't look up the Scott info, but...
It is type "d" overprint, not "c" in the Scott catalog.
In the Scott catalog under People's Republic of China, section on North China, the catalog number is 3L60(Apr1949). |

That would make it the d type surcharge. But the left side characters in that one are wrong as well, plus there are only 2 characters on left side of rod222's stamp whereas there are 3 characters on the left side of surcharge d.
I'm happy to be proven wrong, but how do you arrive at the $1 instead of the $40? |

For Scott catalog users, the distinguishing difference between type "c" and "d" overprints is the different character at the upper right.
Jamesw is correct in noting that the left column of characters is the surcharge amount and the characters (and number of characters) will vary with the amount. In this case, the amount says one yuan in Chinese. |

That's marvelous boys  I have pages in my catalogue, I have never seen before, and this is one of the stamp issues of them. Thanks for both your input and discussion, I can see the complexity. Port Arthur and Dairen (Talien/Dalian) was administratively separate from the rest of Manchuria. It was held by Russia until the Russo-Japanese War, and taken over by Japan in 1905, long before Japan grabbed the rest of Manchuria. Somewhere, I have a Russian postcard sent (I'm fairly certain) by the Swedish explorer Sven Hedin from Port Arthur, while it was under Russian control. If it's of any interest, I'll see if I can dig it out. |

I tremble and obey, oh Sir Rodney:  The reverse has a message in Swedish, saying the writer is 'visiting the famous fortress of Port Arthur', and is initialled 'SH'. To be fair, the administrative apparatus was probably quite separate in Dairen, so it would have made life simpler to issue separate stamps for it. |
