Precancelled US Postal Stationery?

My ignorance is again showing. Were any prestamped envelopes ever precancelled? I Have this partial cover shown below.





The stamp itself is obliterated by what looks very much like a rubber hand stamp reading, as best I can make it out,

BARTOW .. FLA. There may be a letter in the middle there (N?) or just a smudge.

Postal stationery has been precancelled, but I do not know if that is what you have. I am still a newbie at US Stationery.

The latest catalog, Precanceled Envelopes of the United States (2003), is available from either the Precanceled Stamps Society or the United Postal Stationery Society. Both have links to their publications-for-sale on their home pages.
