You will find it does not lend itself well to any simple protocol. Most older stamps are easy to soak and dry, but some very old ones, for example very early Austria are tough. I have destroyed many of the the newer self-adhesives in my attempts to soak them. Mostly I've been successful by waiting a LOOOOONG time with cold water(like hours at a minimum). Check the SEARCH for previous threads, or others will point them out for you. Also APS has a web site on soaking and there is a site which give the relative danger level for recent individual US stamps. Sorry, I don't have them bookmarked
Check the Advice for drying stamps...thread opened by panda.bear. The method of Rod222 is really nice, and I use a modification of it. (cotton pillow cases instead of paper) I'll get that stuff bookmarked soon and post it if no one else does, as I think soaking is one of the finer aspects of stamp collecting.
