I believe this is ox19... although it is damaged I still would like to identify.. maybe ox20 but I doubt it and really dont know how to tell the difference.. but I dont see any used values for this seal. Can someone help me with this or if this is even worth keeping.

I'm no expert, and I've only seen a couple of these myself, but the example doesn't look to be a OX19 or OX20. Rather, I think it's one of the earlier editions, either OX13 or OX18. Hard to tell from your scan if it's blue or gray black, though. If blue, it could be OX13 ($0.20); if gray black it would be OX18 ($0.40) -- but those used catalog values are based on my 2002 Scott Specialized Catalog. Prices may have changed a bit since then.
