The left stamp is a franking label (i.e., vending machine stamp). It is not listed in Scott, and probably not listed in SG. In the Facit catalog, it is similar to design #EA28. My Facit is 2002, and doesn't cover the Euro denominated version of that label -- the design number should still be the same, though.
The simulated perfs is normal for the stamp at right.

I don't know how it appears in SG, but in the Scott catalog, they have manipulated the scan to give a black background outside of the perfs. I really don't know why they did that. It's actually imperforate with simulated perfs printed on, as in your picture.
The floral stamp is SG1555 (1999). Provincial plants series (definitives) issued annually in booklets, self-adhesive and imperforated. Some had the black simulated perf line around them.
The Facit catalogs are excellent. Mine is a Facit Special 2002 (Scandanavia). It is Swedish, but there is English translation embedded. Makes for difficult reading sometimes. However, lots of information. I don't know how much a new one cost, but I picked up mine about 5 years ago as an unused older catalog clearance. I paid less than US$10. It covers the 5 Scandanavian countries and associated territories, as well as some local issues.
It's 100x better than what we get here in the good old US of A. You think if I compiled a collage of hi-res scans of labels from other countries and sent it to the US postage stamp advisory group they might be cajoled into calling for something better?
