The first stamp is a #25 because it has framelines on all 4 sides, most importantly on the top and bottom. I believe the second stamp is actually a 26A. Look at your 26A closely and you will see that there is no frameline above "U.S. POSTAGE" or below "THREE CENTS" like the #25, that is the biggest difference between the 25/25A and the 26/26A. The reason why I think your second stamp is a 26A is the side framelines are crooked and there appears to be a break in the line in the upper right corner. If you post a better image of the top we should be able to see for sure.
