Springfield Ohio Error Or Freak ID Help Needed

I just came across this stamp as I was sorting.


I don't know a lot about precancels but I believe it is a precancel that was misapplied. If that is true is it considered an error or a freak? Is it a common occurrence? I'm hoping someone can shed some light on it for me.

This is usually considered a freak by most, not an error.

Someone else will need to chime in regarding how common/rare it is.

Either way, nice stamp to have!

These are not common. Precancels, especially printed ones like this, usually land mostly on the stamp.
Most collectors would rather have a nicely positioned cancel, so value is negligible.
