ID 3-Cent Washington Coil (Postmarked 1919)

This may be an easy question, but because there are multiple possibilities, I thought I'd ask here. I'm looking to identify the correct Scott # for this 3-Cent Washington Coil. (It's an on-cover piece.)

Can you post a larger pic? The toga rope looks to be Type I but it is hard to see and the base leg of the 2 on the cancel goes through the lips.

From the quality of the scan it is impossible to identify it you can't make out if the toga button has the lines all the way through it or if the toga line is complete or not try taking a better quality scan and up load it to a pic host site like tinypic.com and post the forum link in the text and it will show the image in the post and it will be much better quality but from what I can make out it looks like a #493 type 1 the reasons I say this are date cancel, the toga button could be complete? The vertical line on the smile is not there (quality of the scan) so I would say it is not a recut on the mouth type II 494 and I can't make out if there is a toga rope line or not, so from what I can see that is what I would say it is but I could be completely wrong because I'm basing it on what I can see not what is there and it might even be a 456 or a 445 unlikely but not impossible but that will go on water mark and if it's flat plate printing or not

It is a Type I as evidenced by the very weak upper line in the toga rope. With a May 20, 1919 postmark it would be consistent with rotary press unwatermarked 493. Flat plate vertical perf coils are 18.8-19mm wide and rotary press are 19.5-20mm wide. It is possible that watermarked rotary coils or even flat plate coils could have been used at that date but the odds would favor unwatermarked rotary.

Thanks! Glad to have had your help to identify it. I don't have too many Washington coils from that time period, and there are so many types to choose from.

That's an easy one if it had been a 2c I wouldn't have made a guess untill there was a better scan because there are more and the details are harder to see
