The Dutch stamp at right was issued on Nov 13, 1979 to commemorate the International Year of the Child. It is the 3rd stamp in a set of 4. The surtax on the semipostal was to raise funds for child welfare.
EDIT: OK, now I understand your question. You are asking about the shifted perforation. The Argentine stamp at left would be considered a freak, since the perfs cut into the design significantly; minor premium because those issues were known for perforation problems despite the ample margins. The Dutch stamp is normally "centered" like that. It is not from the souvenir sheet. I am not familiar with the full pane layout, so it could be that minor design strip on the edge of the selvage is normal. I've seen this on 1-2 US stamps as well, although I cannot remember off the top of my head (maybe the space twins?). Someone more familiar with Dutch pane layouts could probably tell you for sure. Meanwhile, I'll check my NVPH catalog.
I do not see any additional information regarding the Dutch stamp in the NVPH catalog. If anyone has info regarding what appears to be a design strip on the selvage marking, please chime in as I am curious.
