Guessing this is early latvia but then again what do I know . Need to get out more. Google searches have been vague and would rather share with board for learning anyway.

Laid paper running vertical rather than horizontal. I also believe the Peru Deficit is laid running horizontal but between old gum and hinge it may be cracked gum I;m seeing. Now why can't I get some Canadian on Laid paper or just Laid (edit for young philatist)

Then it is probably Scott 58, from 1919. As used, it catalogues around a buck.

Looks like the strip of 3 is on prelure paper and cats at $5 per stamp from2008. Nice block for the Latvia collector.
