Yup, 18 was Benalla.

This was the second duplex stamp issued to Benalla, around 1886.

Another for the indigenous place names on postmarks,
comes from "place of the musk duck"

I used to like "Musk Sticks" at primary school.

However the musk duck is not considered good eating.

Going by Wiki's description, they could be regarded
as a "couch duck"

to wit:
In general, Musk Ducks remain in the water all day long,
alternately loafing and feeding energetically,
