Hello, Does someone have a catalog number for this stamp? I know it is a Belgium stamp on a newspaper or periodical mailer but am not sure if it is a newspaper stamp or a regular issue stamp. I know there are newspaper stamps but all of the wrappers I have seen were prestamped from the Post Office.

Hi David

As butterfly pointed out, this is a Belgian precancel.

Your example is for use during 1954 / 1955 and other are known for 1955 / 1956 and later as well as earlier years were issued. It is also nice that you have it on cover because most collections have them off cover.

If you get a chance to procure a copy of the COB Catalogue (Catalogue Officiale Belgique), then do so because they are listed there. I believe there is another catalogue for Belgium only but the title escapes me for the moment.

The best catalog for these is published by the US Precancel Stamp Society: http://www.precanceledstamps.com/pr...ed-catalogs/ It is in English and it has up to date retail values.

Like other before me told this is a Belgian precanceled.

In the Belgian catalogue known as #PRE650.
The original 80c stamp is #857 (Belgian catalogue) or #418 Scott, so not #397 as butterfly mentioned, which is an 80c. precanceled overprint of a semi-postal issued in 1948.

Belgian newspaper stamps are overprinted railway stamps that look like this:



They were used from 1928 until 1931
