The stamp is either a 409 (wmk190) or a 482 (unwmk). The lines around the stamp are from the cutting. The top and left are the edges of the frame on the next stamp. The line on the bottom was from the plate centerlines and was were the sheet (of 400) was cut into panes (4 of 100 each).

The sheets were machine cut into panes (the bottom of the stamp. The top and bottom (and perhaps the right) were hand cut from the sheet.
