My Scott catalog mentions that there are lots of misoverprints in this group. Drew found the web link to classify these. Great job Drew and super link!

From an ebay seller -

1945 Oradea / Nagyvarad / Grosswardein 1st local issue under Soviet Army administration, 1 Pengo overprint on 4 filler stamp, rare vertical pair including two different types of overprints: normal typeI (at top) and type II (having smaller face value figure) at bottom.

Your is the type 1 overprint.

Not sure of Scott numbers, Hope this helps some what.
