Question. Was that the proper rate then at 9˝ ˘ (4 x 2˘ and the U508 ? 1˝ ) or is it Philatelic cover ?

The cost for the first ounce of First Class US postage stamp in 1929 was 2 cents. It was lowered from 3 cents at the end of World War 1. It remained at that price until January 1933.

So, I believe it's Philatelic cover.
