If you remember my previous inquiry regarding this 25 center precancel, I think I finally solved it! I believe this is a 243 with filled double lines. Font matches, all dimensions match! Does anyone agree? See comparison.

I think you maybe onto something. While not the best imprint in the world, the following example from my collection sort of shows the transition from double bar to what "looks like" a single bar precancel at the bottom, probably due to a worn precancel device:
