That is a Cuba Scott #229 issues of the Republic under US Military Rule in 1899, Engraved, Wmk & Perf 12.

I believe you will find that stamp to be Scott #229, issued 1899, perf. 12, watermarked "U S - C." (191C). Perhaps someone else can help with catalog values, as my WW catalogs are some 25-30 years old. My 1983 catalog shows the MNH stamp at $3; used $0.25. Those values certainly must have changed by now.

The Scott's 2008 Specialized catalogue values this at $3.50 unused, $.20 used.
Interestingly, the other four stamps of the 1899 series (but not this 3c) were reissued in 1905 under the Republic with tiny changes in the engraving.

James W. is correct about the set being reissued in 1905 Re engraved. The 3c was the only denomination that was not re engraved.

That's what I thought I said. It was neither reissued or reengraved.
