I believe you will find that stamp to be Scott #229, issued 1899, perf. 12, watermarked "U S - C." (191C). Perhaps someone else can help with catalog values, as my WW catalogs are some 25-30 years old. My 1983 catalog shows the MNH stamp at $3; used $0.25. Those values certainly must have changed by now.
The Scott's 2008 Specialized catalogue values this at $3.50 unused, $.20 used. Interestingly, the other four stamps of the 1899 series (but not this 3c) were reissued in 1905 under the Republic with tiny changes in the engraving.
