I have had these for a few years because of the motorcycle, but I know nothing much about them.

The text the middle of the page says...

"the social security and the highest manifestation than civil education"

Any ideas people?

The stamps are purchased as the monthly payment of the Italian Social Security tax. I suspect that an employee would have to have this card with cancelled stamps to show being paid up in case he/she needed medical services.
