We get a lot of packets from dealers in Belgium and sometimes Holland..the stamps are the old fashioned pre Euro type..i guess the post offices still honor them...BUT THEY DO NOT CANCEL THEM !

I ordered stamps from Belgium and The Netherlands quit often but I cannot confirm those I rarely received uncancelled where from these two countries. I rarely received pen cancelled stamps on envelope from Europe. Maybe if they see it's going abroad they just let it go because there is minimal chance that someone will reuse the stamps.
