Are these both 14 or is one a 15? I am thinking maybe the one on the Right?

The reason I ask is that the broken circles are not as perfectly located at 12 o'clock as in my Scott. [I got the 2010 finally]

The one on the left appears Type II (Scott 14) and one on the right Type III (Scott 15) with really nice margins. Nice stamps

As I am admiring these, I notice some tiny patches of ?toning around the edges of the 15. How serious is that in this case -- and does its importance vary by issue? Thanks.
