Airmail Or Not Airmail ? (Umm AL Qiwain Stamp)

Hi Everyone,
I have these stamps that look idential, cept of course the denomination....

Birds flying above, and one has AIR MAIL on it the other does not, but I can't read the foreign language.

Can anyone tell me, are both of these air mail stamps?

The bottom regular post. The top is airmail, as it says, same design as the postal stamp. The postal is 1964 SC#18 while the airmail is 1965 SC#C9

I have a few of these so though some are not airmail I have decided to keep them all together, in my airmail section, though I am not sure if that is the best.
