Hi, Me again, LOL

Here is one of my stamps but I have no idea what it stands for.

I am guessing the 20+10k in the bottom left corner means it is a surchage stamps?

I don't know if this lady is angel, religious figure, nurse or what the two hearts mean or what it says around them.

Hi Sue
This is a Russia (Soviet Union) Semi postal stamp 1991 SC#B184. The extra was a surtax that went to Soviet Charity And Health Fund. The Catalogue doesn't say who the woman is. Sort of Madonna like, but in Communist Russia I doubt it is.
