Is there a website that puts a value on the USA Souvenir pages such as the one noted below. I do not recall seeing these in any Scott's catalog.

They are listed in Scotts United States Specialized.

That particular page is SP682a with a 2011 CV of $2.50.

As 1775mac already informed you, these Souvenir Pages (and later, Souvenir Panels) are listed in the Scott Specialized Catalog.

If that's too expensive, you can always purchase the Postal Service Guide to US Stamps available at most post offices or through Stamp Fulfillment Services, for $20. There is a relatively complete listing there, also, however, they use a different numbering system. The page you scanned would be an 88-30 with a catalog value of $3.25.

If you want an on-line resource, this is a good web site that lists most all of the Souvenir Pages with retail prices should you wish to buy from this dealer:
