this over print I think for japan , but Is Japan occupied the island and especially in 1946

The stamp itself shows the arms of Corsica (SC562 1946). I can't find the overprint either, but Corsica is a little ways from Japan.

Corsica occupied by the Japs? Com'n! The ghost of the Emperor (Napoleon, off course!) wouldn't never allowed for that!
And in 1946... The year after the Rising Sun Empire surrendered to Gen. Douglas Mac Arthur on Tokyo Bay? Let's take it as a joke...

I am certainly no linguist, but are we sure that is Japanese? I'm thinking more Chinese. France was in Indochina at this time.
While I can't find anything under that name, or French offices in China, perhaps this is a local overprint?

Smauggie is headed in the right direction.

It is a Sunagawa Seal. Likely Japanese occupation of Malaysia/area.

For an example of this overprint in the Scott catalogs on stamps of Kelantan, look under Malaya - Kelantan - Occupation Stamps #N2-N10 (1942).

I looked into the Guide to Japanese Occupation Stamps (1942-1945) published by the Singapore Stamp Club in 1947. I know, I know, wrong year range, but I checked it just in case -- it makes no mention of the Sunagawa Seal overprints on French stamps, only on stamps of Kelantan.

If the stamp was issued in 1946 it is not an occupation issue.
Japanesse occcupation of French Indo-China, overprints would have occurred only on stamps of Indo-China since stamps of the French Rep would not have been used there. There also would have been no need to used stamps of France to be overprinted for use in Malaysia!
It does however appear to be a Japanesse seal or mark or chop that were commonly used in SE Asia in Japanesse occupied areas.
This is an odd duck, likely of private origin! But then...

Agreed, it is not an occupation issue, but applied afterwards. I was looking in that area to see if there might be some additional information regarding the origin of that overprint on that stamp because it was not mentioned in any of the cinderella sites I checked.

I would guess it is a modern creation with Japanese seal stamps like this on ebay:
