Hi, I thought since this stamp has a black border that it was a mouring stamp but then I foun another one and it has a brown border?

The brown one has a PLUS sign, so does that mean it's a surcharge stamp?

Yup SC#600 (20f) mourning the death of Stephen Horthy, son of Regent Nicholas Horthy, who died in a plane crash.
The semi postal is SC#B170

Correct!

Many countries add a surcharge to stamps either as a means to raise funds for a specific cause, or as a tax. These stamps are commonly referred to as "semi-postal" and in the Scott catalogues can be located after standard postage listings with the prefix 'B' affixed to each catalogue number.
