And I also am curious to find out where the image is from if any.

French Establishments in Oceania, now called French Polynesia. I would guess the scene is Tahiti, the main island of the group. It is a nice design.

Etablissements is usually translated as "Settlements" and the whole name as "French Oceanic Settlements" or "French Settlements in Oceania".
