First off, is it a precancel? If so, what is it's ID and how common is it? It has a nicely placed blindfold on Grant, doesn't it?

Apparently a Type L-5E precancel according to this ebay listing. Certainly a nice (and relatively scarce) precancel:

Chas, that new PSS Classics catalogue states on the cover that it is Part 1 - is there a planned publication date for Part 2? And what time range will it cover? Up to 1920?

Also, leafing briefly through the new Part 1 I spotted a typo, under the Chicago L-4E listings, page 22. 8c double, normal, diagonal up is priced at $199, which should undoubtedly be $100 (the precancel crowd fortunately avoids goofy pricing like $199, or $199.99, etc). Should that be sent to Phil Cayford, or is it something that's already known?

As far as the $199 - I can send the note over to Phil.
There is serious work being done in the PSS to develop the next part. My understanding is that it will include all issues covered in the Hoover 1940 Black Book catalog which means Washington/Franklins, including rotaries and offsets, 1918 airmails, 1920 Pilgrim, and pre-1920 special delivery and postage dues, etc.
I was asked to vet the Alabama listings. They intend to include everything that exists in that era - which will require deletion of some Hoover entries and of course adding many. I presume some stab will be made at pricing which is badly out of date.
