I don't think so. The 2d stamp (SG167) on the left is not relevant. The flaw occurred on the 2d red (SG184b) and 2d purple (SG185b), then the overprint of SG184b, which is SG200b (the stamp you've shown is SG200). Here is a clear picture of the flaw shown on the 2d purple:
