The topic of getting kids involved in philately seems to be popping up more often, lately. Even my club (Oregon Stamp Society) had a guest last night who spoke about the topic.
Have you tried contacting any stamp clubs in your area? I'd be willing to bet you'll find something your child can participate in that will both give(him/her) a source of stamps and give you the opportunity to see what resources might be available.
In regards to updating your album, it would almost certainly be cheaper to buy a new album that to update your old one or even print out new pages.
