Scott #O17 Used Fine $3 Very fine $6 , these are officials in the back of the book.

Official Stamps: 1873 Interior Department Scott O17 3c vermilion $6 used.

Perhaps you were confused as Scott only illustrated the 1c with a pic of Franklin. But there is a note at the beginning of the Official stamp section listing the designs, and Washington is on the 3c.

If that stamp is on soft porous paper then it is Scott O98.
