Digging through some material that had been laying around I came across this:



It appears as if they just stuck a Stamp on the pamphlet and into the mail they went. Has anyone ever seen something like this before ?
Too bad the previous owner didn't save the entire piece with the recipients information.

I believe it was a relatively common form of mailing brochures and reports back in the early 20th century. Here's a link to another (similar) mailing that was done as late as 1949 by another Town in Vermont when releasing an Annual Report to citizens of their community:

Today's stamp auction catalogs are very similar, tape it closed, place a few old stamps and away it goes. So to are many other advertising pieces.

The printed matter rate (as used on your piece) was all about making it cheaper to mail such things. What is cheaper than just sticking a stamp on it?

And it went through the system at Postcard Rate as I believe in 1909 Domestic mail was 2cents.
