Scott Cat. Skipping Numbers In Sets?

I'm sorting Austria (thanks Mr. Bus)and have the 1925-27 set (Scott 303-324) out and it seems that they've skipped the number 312. My edition is 2008, so if this has changed since, could someone let me know?

I've never seen this where Scott skips numbers. Is that to make room for anticipated discoveries or errors?

I have the 2011 Scott (from the library, since I can't afford to buy one) and number 312 is also missing.

I've seen many instances where Scott has dropped a number(s)
usually due to long definitive sets.
