Baltimore, MD Precancel Duo Questions

Any comments on these two stamps?

Is the first one a precancel?

The second one looks as if it is a Type 217, but it doesn't match the angled center strokes of the "A" "R" or "E" characters...perhaps it's an L-Type?



NOTE: This link may partially answer the question about the Baltimore precancel with the upward swing in the "E", but it does not show the upward swing in the "A". Is it a sub-variety within the Type 217?
