The fifth edition (1997) of the American Stampless Cover Catalog indicates that the cancel (BALT . month and day date) was in use from 1793 to 1799. It measured 26mm by 5mm, was used with red, purple or black ink, and had a catalog value of $75. An updated version of the catalog is expected in 2012. The rate shown, a manuscript 12-1/2 cents, was effective for single letters being mailed between 100 and 150 miles.

Wow that is fascinating! Glad you posted it. I don't know much about stamp-less covers but I'm positive someone here does.

Here is a link to the U.S. Philatelic Classics Society website that identifies the editor of the upcoming edition. Before buying the fifth edition, you might want to check with him to get a sense as to when the sixth edition might become available.
