How exactly is a stamp that is still for sale by the USPS capable of having a value of $0.50 already?

Virtually every new Scott-listed US stamp is cataloged for double face value. Since the stamps are 25c each (face value), a 50c catalog value is expected.

Catalog values are usually based upon the concept that it covers a dealer's overhead to acquire the stamp, maintain it in inventory and sell it on demand to an interested collector. Even with the argument that today there are few bricks and mortar stamp shops and most stamps are sold on the internet, there are still fees associated with doing that, plus the cost of mailing, so the number does not seem out of line.

The catalogue price allows for a stamp dealer to make profit on a sale of one stamp. That is where the prices come from, stamp dealers.
