This issue is described by this website as on 'soft porous paper':

I have about ten of these. However, I also have a copy that is on thick paper. Is such a variety listed in the specialist catalogues?

Thanks for looking!

The Scott Specialized Catalog doesn't make any distinctions of their being paper varieties to Scott 220.

Thanks for looking, wt1. Perhaps this example is unprecedented.

The paper used by the American Bank Note Co. had considerable variation in thickness. I don't have any data on the 1890 series but the 1879 3 cent issue on the same paper varies from .0027 to .0036 inch (.069-.091mm).
