US Priority Cover Rate Question

Can anybody here can verify the rate on this cover? I know the sender and he is not a stamp person.At first this appears to be philatelic, but most people that would create a priority cover would not place stamps on the stamp zipper ripper tab, (I was able to intercept this before it got to the recipient) The sender does not remember anything about this as to him it was just a package that was mailed 6 months ago.

It looks correct. The extra postage is for delivery confirmation. The post office is probably a smaller one that doesn't have a meter machine and used an odd assortment of older stamps as it probably ran out of the Priority mail stamps. My local post office still sells the $2 Bobcat stamps as well. The sender probably paid the amount and the postal worker placed the stamps on it later before it left the first post office.

Postage appears to have been overpaid by 50 cents.

The correct postage for a Flat Rate Envelope is $4.95, plus an additional $0.70 for Delivery Confirmation = $5.65. The postage on your example totals $6.15, for a difference of $0.50.

I concur, it should be $5.65 for delivery confirmation with Priority Flat rate. So as Wt1 previously stated, overpaid by .50˘. I see no added service that the USPS offers to make up the difference. Also could be as simple as the PO Clerk making a mistake as the exact amount would be very easy to make up in Stamps ($5.65) as all that would be needed is to remove one of the Cochran Stamps.

If USPS can't be bothered to cancel stamps, why would they care if they overcharge a little now and again?
