I'm currently documenting my Japanese stamps and I was wondering since I've found a couple of them would you document them in Japan or as semi-postal stamps?

KATCHEM-----They are regular postage stamps and valid thru out Japan ,with no additional fee collected .

The Japanese prefecture issues are listed separately in Scott, Sakura and SG Part 18 (by each individual prefecture) - they're listed together with all other issues in Michel and aren't listed at all in SG's Stamps Of The World. In the Scott catalogue, they're numbered with a Z prefix. There are a couple of prefecture semi-postal stamps, so they are listed in Scott as ZB1 and ZB2.

The Japan prefecture stamps are certainly listed in SG Stamps of the World 2010. Each prefecture is listed alphabetically after Japan, and each has its own numbering, without any prefix.

I have quite a few of the Perfecture issues. I have them immediately after the regular issues.

My SOTW is a 2008 edition. In that edition, the prefecture issues were described but not numbered, similar to the "For The Record" issues Scott used to use for Ajman, Fujeira, etc. The listings are prefaced with a brief introduction, including the following: "These issues do not fulfil the published criteria for full listing in the Stanley Gibbons catalogue and, in consequence, are recorded in abbreviated form below." They must have had a change of heart!

For a while Scott was using the prefix Z for the prefecture stamps. Starting 2008, they are listed back with the regular postage listings.
