That seems to be the current thinking. I have seen US high value catalog stamps going for FULL catalog. Some people (those in the Perfin hobby for years) are actually charging for perfin value, not stamp value. Be VERY careful on
ebay with these. But, in another topic on SCF they were talking about paying for a stamp if you really want it, so I guess supply and demand could be working.
One of the pricing problem result when a perfin or stamp may be worth a bit.
Example. Lets say you have a US stamp that catalogs for $50.00, and it has a common "F" rated perfin on it. Lets go further and say the Perfin has been multiple punched. WHat is the stamp worth? As a perfin it may be worth 5 cents. As a stamp it may be worth say 1/2 cat or $25.00. A lot of people charge $40.00 for this damaged stamp. A lot of people charge 25 cents for it because it is a common item. Some go full price plus (because it has a perfibn on it)
Foreign material is no different. High value stamp, perfin pattern, charge high prices.
Conversly, low value stamps with rare perfin patterns.. equal
higher than catalog for the particular issue.
What about US "A" rated regular issue perfins, that are "F" rated on revenues (and visa versa)? I have seen people charging "A" prices for a F rated perfin on revenues, because they don't know there is a difference.
To answer your post, there is a lot of confusion about old practices on this subject. Today, since perfins are becoming more popular and the source has stopped producing them, I would say generally "Yes" to your question.
