Does anyone know what the meaning of this US Postal Label is for?

I've seen similar labels used in the past when businesses manually sorted their mail by ZIP Code or State, but never have I seen one with an "X" before.

It might interest you to know that it was on a flyer from Mystic Stamp Co.

I found my answer. It was "buried" in the Presort Std. Postal Regulations on Bundling and Sorting mail preparation:

The regulation apparently has been around for awhile; I just never had the label appear on a piece of mail directed to me before.

We learn something new everyday.
