It is 30.00 Euro's. In Europe the comma is used as a separation between a whole Euro and the cents.

They make 30.00 euros = $39.4237 US well, ok, it keeps fluctuating. Make that $39.43 US (rounded up).

Which side do you think is reperforated ? Looks kosher to me, although I can't see the right side due to the picture. I'm thinking of buying it as I've been wanting to start a collection of the worst centered Stamps that I can find, this would be a good start
